I need a list of computer parts for a gaming pc that i will build from the groud up?
Also what operating system do you recommend? What Graphics Card to?

The Graphics card is the most important component of a gaming PC- the GPU has about twice the impact of the CPU on gaming performance, so you should spend roughly 50% more on your graphics card than your CPU.
Also, clockspeed is more important than number of cores when choosing CPUs for gaming. Higher-clocked dual-core processors perform better than slower-clocked Quad-cores. For about the same price, the 3.0Ghz Core 2 Duo E8400 beats the 2.4Ghz Core 2 Quad Q6600 hand-down.
And finally.. invest a few bucks more into a quality power supply from a top-rated brand, like Corsair. Cheap psus can fry lots of other components when they die, so get one that won’t
For today’s high-end DX10 games, you need Vista (unfortunately). There is no DX10 support in Windows XP. Of course Windows 7 is around the corner but that doesn’t help if you’re building now.

The Radeon 4830 is the best card for $100, but without knowing your budget it’s impossible to recommend a specific card.
